The former head of Prince William County's Audit Services Department is accused of embezzling tens of thousands of dollars—from an association of auditors. A grand jury in Prince William County this week indicted Robin Howard on six charges of embezzlement. In addition to working as the director of Prince William's auditing department, Howard previously volunteered as the president and treasurer of the Washington, D.C. chapter of the Institute of Internal Auditors, the Atlanta Journal-Constitution reported. Howard is accused of embezzling over $50,000 from the institute. County staff's proposed budget with 4 percent increase shaved to just over 3.5 percent.
The projected tax rate increase for residential property owners was lowered Tuesday by the Prince William County Board of Supervisors, and may see sharper cuts before the budget reaches final approval this spring. In preparing for budget negotiations, Prince William County staff developed a budget that assumed an average tax bill increase of 4 percent for residential property owners. Tasked Tuesday with determining the maximum increase that residents may expect on their tax bills, the board of supervisors voted 5-3 on an increase of slightly more than 3.5 percent. The county will explore the possibility of one day sharing a firing range with the FBI and the City of Manassas.
It's still unclear where the FBI will move its headquarters, but Prince William County may have a shot at sharing a firing range with the federal agency and the City of Manassas. The Board of County Supervisors on Tuesday directed County Executive Melissa Peacor to explore the possibility of a shared firing range between the FBI, the county and the City of Manassas. The new range, if approved by the supervisors, would likely be constructed at county-owned land in Nokesville. The existing range is over 18 years old and was not designed for use as a rifle range. Prince William County will shift its methods of communication with taxpayers to match the changing times, with staff members publishing more information online and less in printed newsletters. The Board of County Supervisors unanimously voted on Tuesday to reduce the number of printed newsletters it produces each year, and use the savings to spend on staff members who can instead publish information on the county's website and via social media. Prince William stands to lose millions of dollars in federal funding if sequestration proceeds as scheduled—and even if the United States doesn't fall off the "fiscal cliff," the county could still face challenges in the upcoming year, a county official said. The federal government is scheduled to cut $1.2 trillion in spending over a 10-year period beginning Jan. 1; half from the domestic budget and half from the defense budget. Pockets of real estate in Prince William are in high demand as people move to the area in search of affordable housing—but construction of new homes remains slow in a renter's market, a county official said Tuesday. As the county plans its financial future for the next several years, real estate is on the forefront of the agenda. The month is a time to "raise awareness about the importance about emergency preparedness and to encourage all Prince William County employees and residents to prepare for disasters in their homes, businesses and communities," the declaration reads. The Prince William Board of County Supervisors will vote Tuesday on a revised Social Services budget, which would increase expenditures by $782,337. The county sets its budget before the state. Now that the Virginia Department of Social Services has set its funding levels, the county budget's budget for social services has to be adjusted. The revenue increase amounts to $875,141. Since the county proposes to set aside a one-time increase for social services, in addition to the $782,337, it will ultimately save $60,627 as a result of the changes.
