The 19-year-old woman reported on Tuesday at 9:32 a.m. that she was walking on the 12500 block of Dillingham Square, when the man exposed himself. Police said that the victim was walking toward a business when a vehicle, driven by a an unknown man, began to follow her. Police said that the man—who they identified as Carter—began to speak to the victim from the car.

"During the encounter, the victim discovered that the driver was exposing himself and making obscene gestures," Officer Jonathan Perok, a spokesman for the department, said in a press release. "The victim began to yell at the man who fled the area."

The victim was able to give police the vehicle's tag number, and so officers went to Carter's residence. After an investigation, they arrested him.
