Why is he driving around with a loaded hand gun? And was it purchased legally?

If I recall from the original article related to this incident, the guy is a security guard or something. Why it was loaded during off-duty hours and in an unsecured vehicle is straight up irresponsible.

"Matthews was charged with cruelty and injuries to children"? Was there nothing else they could have charged this guy? I'm sure that he is remorseful for what happened, but a mom had to bury her baby because of her husband. It is almost as bad as if he pulled the trigger himself. I do not see him serving much time, but hopefully has to conduct some type of worthwhile community service about gun safety.
